Industrial Country Diagnostics
Evidence based policy making is at the core of industrial development policy action. Knowledge and interpretation of the different indicators and research findings аре now pivotal for steering complex processes. The Agenda 2030 requires countries to achieve an ambitious set of objectives encompassing the economic, social and environmental dimensions. This complexity can be tackled by research services supporting the challenge of decision making in turbulent times of multiple crises. An Industrial Country Diagnostics is a preparatory study that sets the strategic foundations of the UNIDO flagship program Programme for Country Partnership (PCP) or more generally, of technical cooperation interventions in countries. The industrial country diagnostics has three main objectives:
- Narrowing down the field of action by identifying priority thematic areas, industrial sectors and bottlenecks to business (challenges);
- Embedding potential future operations in the context of the country’s industrial strategy and policy documents; and
- Setting a baseline for intervention.
Methodology
Evidence-based policy making empowers policy makers and stakeholders by providing the right setting for informed policy making. UNIDO has developed over the years a diagnostics methodology tested in different countries, which provedes to provide a solid information background for sound policy making. The UNIDO methodology encompasses the macro (thematic areas), meso (industrial sectors) and micro (firms) dimensions and the economic, social and environmental dimensions. The multidimensional approach to diagnostics is the basis of an integrated industrial country diagnostics service. The innovative UNIDO approach to industrial country diagnostics lies in the participatory process, in close collaboration and consultation with the counterparts and stakeholders, and makes use of both quantitative and qualitative information for a fully country ownership of the document and to promote a multi-stakeholders partnerships. Over the recent years the integrated nature of the UNIDO industrial country diagnostics approach has been strengthened with the production of the new policy toolkits DIVE and NICE.
Studies
UNIDO has a distinctive approach to conduct industrial country diagnostics that has evolved over time to incorporate lessons from past experiences. UNIDO is now part of a prestigious coalition of international organizations conducting country diagnostics. UNIDO has the unique knowledge of developing industry specific studies.
